This position will be filled at one of the following levels, depending on candidate qualifications:
Mechanical Engineer I, II, III or Mechanical Engineer Sr I or II. The below is not comprehensive for all levels. Job descriptions at each level will be provided at the interview phase.
JOB PURPOSE:
The Mechanical Engineer I - Engineering & Project Management performs basic entry level analysis, design and construction of mechanical components, equipment and systems and assists with project management activities related to the planning, design, construction, operation, maintenance and rehabilitation of hydroelectric generation plants and other utility facilities such as water/waste water treatment, hatcheries, well fields, etc. The position requires entry-level knowledge of the principles, practices, and procedures, including materials, equipment, and techniques, used in professional level work in the field of mechanical engineering and project management. The position works under close or continuing supervision and requires limited exercise of judgment when developing designs and design criteria, determining methodology and developing alternatives.
JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. - EF 40% Design Engineering - Perform basic mechanical engineering design, analysis, and calculations for projects under the guidance, direction, and supervision of higher-level engineers. Tasks will be assigned that apply and develop basic engineering skills. Draft basic plans and specs for procurement. Prepare cost estimates. Write technical purchase and construction specifications. Prepare material and/or labor bid document packages. Follow engineering QA/QC procedures. Review submittals and respond to requests for information during construction. Develop inspection and testing plans. Perform technical inspections and field verifications to help learn about the design process and construction practices. Inspect fabrication and construction activities, materials, work products and troubleshoot construction problems. Prepare start-up and training plans for operation and maintenance of projects.
- EF 25% Operations and Maintenance Troubleshooting and Technical Assistance - Troubleshoot operations and maintenance problems at the request of plant personnel. Clarify and pinpoint problems. Develop testing methods and alternatives. Participates in investigations, collects data, and performs research. Provide alternative problem solutions. Write brief reports describing possible solutions and recommendations. Receives daily technical guidance from higher level engineers.
- EF 15% Project Management - Develop and assist with implementation of scopes, schedules and budgets for basic projects or less complex portions of more difficult projects. Oversee and monitor project activities from concept to close out. Communicate project progress to internal clients, supervision, and management. Write status and tracking reports. Give presentations including project recommendations to teams, management groups and the Commission. Procure materials. Participate in the selection of consultants and assist with management of consultant contracts. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables.
- EF 10% Planning and Preliminary Engineering - Perform basic engineering planning, feasibility studies (including technical report writing), cost estimating, economic analyses and develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, etc.
- EF 5% Process Improvement Efforts - Participate in work process improvement efforts primarily as a member of interdisciplinary work teams. RR/RI/HQ
- EF 5% Training - Identify and attend training to maintain and learn new skills.
QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.
Post-Secondary Education: Bachelor's degree (B. S., B. A.) in Mechanical Engineering or Mechanical Engineering Technology; or equivalent combination of education and experience. EI (Engineering Intern) or EIT (Engineer in Training) achieved by passing the FE (Fundamentals of Engineering) exam, preferred.
Mech Engr Sr I or II: Bachelor’s degree (B.S., B.A.) in Mechanical Engineering or Mechanical Engineering Technology; or the equivalent combination of education and experience. PE in the State of Washington strongly preferred.
Experience:
Mech Engr I: Entry Level. No experience required. Candidates with experience in a hydro generation and/or with an electric utility are preferred.
Mech Engr II: Requires a minimum of two (2) years’ experience performing mechanical engineering related to power generation plants of increasing complexity. Experience must include examples of successful application of basic electrical engineering in the form of reports, calculations, specifications, and drawings; participation in data collection and field research or inspections.
Mech Engr III: Requires a minimum of four (4) years’ experience performing mechanical engineering related to power generation plants or other utility facilities of increasing complexity. Experience must include examples of successful application of fundamental electrical engineering in the form of reports, specifications, and drawings; knowledge of construction means and methods including cost and schedule estimates; development of design alternatives.
Mech Engr Sr I: Requires a minimum of six (6) years’ experience performing mechanical engineering related to power generation plants of increasing complexity. Experience must include examples of successful application of engineering in the form of reports, specifications, and drawings; knowledge of construction means and methods including cost and schedule estimates; knowledge of construction turnover/testing and commissioning; and proper identification of appropriate codes and standards for a wide variety of situations.
Mech Engr Sr II: Requires a minimum of eight (8) years’ experience performing mechanical engineering related to power generation plants of increasing complexity. Experience must include examples of successful application of complex engineering in the form of reports, calculations, specifications, and drawings; knowledge of construction means and methods including cost and schedule estimates; knowledge of construction turnover/testing and commissioning.

A valid driver's license is required at hire. A valid Washington State driver's license is required within 30 days of employment.
