This position plans, directs and supervises the activities of the Traffic Engineering / Traffic Operations Division; investigates and resolves related problems and public complaints; and performs related duties as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
ESSENTIAL JOB FUNCTIONS:
Plans, directs and supervises the activities of the Traffic Engineering / Traffic Operations Division;
Develops and implements division policies and procedures;
Ensures division compliance with applicable federal, state and local laws and regulations, City policies and procedures, and standards of quality and safety;
Supervises subordinate employees; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; allocating personnel; acting on employee problems; recommending and approving employee discipline and discharge;
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate;
Develops and administers the division’s annual budget; monitors expenditures;
Seeks, secures and administers grant funds for special division projects and programs; prepares related reports;
Provides for adequate training and developing opportunities for division staff;
Designs and implements an effective City traffic control system;
Conducts and/or oversees the conduct of studies to determine traffic engineering problem areas and potential solutions;
Schedules division projects and ensures the availability of necessary equipment, materials and personnel to obtain maximum effectiveness and efficiency;
Reviews development plans to determine appropriate traffic control requirements;
Implements neighborhood traffic control programs;
Reviews and approves driveway permits;
Directs the maintenance of vehicle collision records;
Inspects division projects and subordinates’ work for compliance with applicable policies, procedures, laws, regulations, plans, and standards of quality and safety; initiates corrective action as necessary;
Ensures the proper and timely maintenance of division vehicles and equipment;
Coordinates division activities and functions with those of other City divisions, departments and outside agencies as appropriate;
Receives and responds to inquiries and requests for assistance regarding areas of responsibility; investigates and resolves public complaints;
Attends and participates in City Council meetings;
Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.;
Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current trends and technology in assigned areas of responsibility; and
Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
Bachelor’s degree in traffic engineering or closely related field ;
