This Staff Attorney position provides support in connection with legal, regulatory and reliability compliance matters for the Illinois Municipal Electric Agency, the Illinois Public Energy Agency and the Illinois Municipal Utilities Association  In this position he/she interfaces as needed with IMEA staff from other departments, Member representatives, consultants, outside attorneys representing the Agency or the Members, state and federal government officials and agencies, regulatory and compliance organizations and representatives of power supply providers, transmission and distribution providers and other vendors and counterparties and their attorneys.  This opportunity includes a variety of unique and challenging legal experiences working to plan for and address whatever matters arise for this small group of entities.  The Staff Attorney will work with and generally assist the Vice President & General Counsel with the following:

• Development and implementation of legal, regulatory and compliance strategies, policies, programs, activities and processes.
• Administration of corporate/governmental governance matters, including the preparation, review and drafting of governance documents or revisions thereto.
• Review, interpretation and compliance with applicable laws affecting governmental functions, including but not limited to Illinois’ Open Meetings Act and the Freedom of Information Act.
• Review, interpretation and compliance with applicable laws and contracts affecting business functions, including but not limited to compliance with IMEA’s Bond Indenture.
• Administration and implementation of official policies of the Agency, with regular review and updating or revising thereof.
• Advising on personnel administration matters.
• Preparation, drafting, review, negotiation, finalization and post-execution administration of contracts, including database tracking of contract requirements, action items, deadlines and notices.
• Performing legal research and analysis to assist with the development of policies and positions on legal and regulatory issues facing or of interest to the Agency.
• Monitoring of stakeholder processes, policies, tariffs and other governing documents and business practice manuals, and actions of PJM Interconnection LLC (PJM) and Midcontinent Independent System Operator, Inc. (MISO) and participating in appropriate efforts in connection therewith or responses thereto. 
• Monitoring of actions and policies of and proceedings before the Federal Energy Regulatory Commission, and if applicable the Illinois Commerce Commission, and participating in appropriate efforts in connection therewith or responses thereto.
• Appear and represent and/or coordinate with and support outside counsel (as directed by the Vice President & General Counsel) in representing the interests of the Agency in litigation/regulatory proceedings.

• Bachelor’s degree in pre-law, business, engineering, finance, accounting or another relevant discipline.
• Juris Doctorate from an accredited law school.
• Licensed to practice law in the State of Illinois; or licensure in another state and eligibility to obtain licensure in Illinois immediately following employment.
• Background and experience in municipal law or with the business or regulatory aspects of utility law preferred.

• Ability to work independently, set priorities, and manage multiple tasks/projects simultaneously.
