Chief Civil Engineer

Founded in 1921, the Port Authority of New York and New Jersey builds, operates, and maintains many of the most important transportation and trade infrastructure assets in the country. The agency's network of aviation, ground, rail, and seaport facilities is among the busiest in the country, supports more than 550,000 regional jobs, and generates more than $23 billion in annual wages and $80 billion in annual economic activity. The Port Authority also owns and manages the 16-acre World Trade Center site, where the 1,776-foot-tall One World Trade Center is now the tallest skyscraper in the Western Hemisphere. Reporting to the Chief of Design, the Chief Civil Engineer is responsible for managing the Engineering Department’s Civil Engineering Unit. The Chief Civil Engineer supervises a team of 40+ staff comprised of employees and on-site and out-of-house consultants; builds and manages a workforce based on organizational goals, budget considerations, and staffing needs; facilitates cooperation, and develops and/or manages and motivates team members, to accomplish group goals; ensures staff are appropriately recruited, selected, appraised, and rewarded in the Civil Engineering Unit; takes action to address performance problems; actively engages in internal and external professional development opportunities and industry organizations; fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization. The Chief Civil Engineer directs the civil engineering design work for all Port Authority capital and operating projects that are under the authority of the Chief Engineer, and serves as the subject matter expert, providing guidance and advisory services in their expertise, to senior Port Authority executives. The engineers in the Civil Engineering Unit are responsible for providing the design services in preparation for engineering studies; preliminary and final designs; final contract drawings; and post award construction review for civil engineering activities, site development, paving and utility projects. Designs are to be high quality, innovative, and cost effective, complying with applicable codes and standards, and satisfy the Line Department’s needs and expectations.
