PURPOSE: This exciting opportunity will lead and set policy for three groups within the Engineering Design Services Team to include Design Services, Quality Assurance and Quality Control, and Engineering Facilities and Financial Management. In addition, this position is a focal point for the operating divisions to address technical requirements, standards, and approaches to technical issues related to business objectives. Will regularly interact with internal/external groups, both technical and nontechnical, on aviation and maritime related issues. ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following: Establish policy, provide oversight, leadership, direction and management of a multi-discipline and diverse group of design engineers and technical support staff, quality assurance/quality control (QA/QC) staff, and facilities and financial management staff. Establish procedures as well as technical consultation to support the operating divisions including establishment and compliance with Port requirements, Federal, State, and Local code regulations. Implement industry best practices for design of development projects, including QA/QC processes. Establish and maintain strong working relationships with internal and external groups to represent Port interests and address technical and business issues regarding design, contracting, and construction. Prepare and manage operational and project budgets, department budgets and financial reporting. Provide oversight of Engineering facilities and fleet management. Provide emergency response management and technical support as well as be a leader in safety for these groups. KNOWLEDGE, SKILLS & ABILITIES: Advanced knowledge of engineering principles (architectural, civil, structural, mechanical, electrical), design procedures, applicable building codes, environmental regulations, permitting processes, construction means and methods, and construction management requirements. Knowledge of applicable contract law, including Federal, State and local requirements especially the Revised Code of Washington (RCW) for public works. Thorough knowledge of financial systems, project costing systems and tracking tools/methods. Advanced knowledge of available contract procurement processes for design/bid /build including small works, major construction, and self-performed work. Advanced knowledge of alternative public works including job order contracting, design build (traditional and progressive) and general contractor construction manager (GCCM). Knowledge of emerging technology and software for project development including Building Information Modeling (BIM) systems and integrated project delivery products. Knowledge of sustainability principles and practices (such as LEED and LEAN) life cycle cost analysis, total cost of ownership and asset management. Advanced knowledge of project cost estimating, critical-path scheduling, construction contract administration, technical and general conditions specifications, claims and change order negotiations and dispute resolution. Expert knowledge of quality control and quality assurance tools and methods. Working knowledge of managing capital programs under a project labor agreement (PLA). Leadership skills necessary to build, manage, lead, and motivate a diverse group of staff and/or project teams as well as individuals outside the organization. Strong and effective communication skills to explain both orally and in writing, complex issues and data to a wide array of audiences. Collaborative skills to work with, and influence others, both inside and outside the Port of Seattle, to perform in support of shared goals, and mutual interest. Strong facilitation and holistic thinking skills applied to program/project management. Conflict resolution skills to negotiate with contractors, professional services providers and interest groups. Analytical skills to define issues, interpret data and information, and support development of new policies and procedures. Public speaking skills for technical presentations to multiple interest groups. Ability to manage, mentor, train and develop design engineers, technical and non-technical staff. Ability to supervise, train, evaluate performance and develop staff including performance benchmarking, staff development plans, mentoring and career development. Ability to review and interpret design documents, reports, studies, and other technical data for QA/QC compliance with industry standards and Port standards. Ability to present and defend Engineering Design’s position during negotiations with contractors and consultants. Ability to conduct dispute resolution processes and negotiate Errors & Omission claims with consultants and contractors. Proven ability to manage programs including feasibility studies, budgeting, asset management, lifecycle costing analysis, value engineering, design reviews and constructability. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections. Ability to promote/market engineering services and deliver to customer satisfaction. QUALIFICATIONS: Combination of education and experience demonstrating knowledge, skills and abilities equivalent to: - Bachelor of Science degree in Engineering or related field;
- Fifteen (15) years of experience in Engineering Design, Project Management, Construction Management, and/or Contract Administration;
- Ten (10) years of experience in Business Management with direct supervision of staff; and
- Professional Engineering (PE) License.
PREFERRED QUALIFICATIONS: - Master’s degree in Engineering, Business Administration, Public Administration or related field;
- Twenty (20) years of experience in Engineering Design, Project Management, or Construction Management; and/or
- Fifteen (15) years of experience in Business Management with direct supervision of staff.
