We are seeking executive management level candidates for the Utilities Director position. The City has 250+ employees and a $42.3 million budget, excluding the Utilities budget. The Liberty Utilities Department was formed in 2011 when sewer and water services were separated from Public Works operations. With a staff of around 40 employees, the Utilities Department currently works within its own fund of $11-12 million and operates a water treatment plant, wastewater treatment plant, maintenance and construction division and water meter division.

Candidates must possess equivalent to a Bachelor’s degree from an accredited university plus 10 years increasingly responsible experience in utilities management. Candidates must have detailed financial skills, high understanding and experience in water and sewer, excellent communication skills and team leadership skills. Additional critical skills include consensus building among citizens, elected officials and employees and decisive decision making.
