Oversees the operation of a Project Management department. Responsible for execution of day-to-day operations at the department level. Supervises technical staff to meet established objectives.
Supervises, manages and leads members of the department; provides human resources to project teams, support of the technical programs organization, and support of business development.
Sets clear expectations for direct reports.
Ensures that employees are supported by a work environment conducive to high productivity, collaboration, safety, and overall employee engagement and satisfaction.
Responsible for optimizing staff utilization within department.
Accountable for the objectives established for attracting, retaining and developing talent.
Assigns indirect work and reviews performance to ensure the efficient, cost-effective utilization of members.
Recommends department plans, programs and resources, including workload planning, training needs, staff budgets and capital expenditures, and manages and executes those approved plans to meet line organization objectives.
Advances and develops department/discipline tools and work flows to increase efficiency in tasks, designs, specification development, and project execution.
Supervises and develops department members to meet established objectives, including utilization, task performance and quality controls, and builds team morale.
Talent Management accountabilities include hiring, promotions, terminations, performance reviews, training, succession planning and leadership development.
Ensures Project Managers are complying with internal project delivery standards including status reporting.
Conducts project reviews in conjunction with the PMO Manager.
Monitors progress and performance of department members on project teams to assure quality processes are followed.
Monitors progress and performance of projects to assure financial and quality goals are being met.
Provides assistance to the PMO Manager as needed to facilitate enterprise initiatives.
May draft or review scopes of work and project fees for new project proposals.
May serve as a Project Manager on projects.
May serve as a Discipline Lead on projects
Ensures that department resource plans are completed on a timely basis.
Responsible for and reports department status, results and performance, and solution of department problems.
Recommends department operating policies, standards and procedures.
PMP or equivalent certification
A four-year degree in an industry-related field, applicable experience can substitute for education. Engineering degree preferred
Minimum of ten years of project management experience managing increasingly complex multi-year projects simultaneously
Excellent written and verbal communication skills to maintain shared expectations across stakeholders and clients
Ability to influence and indirectly manage team members to drive efficiency and productivity
Demonstrated ability to consult and provide advice; facilitate discussion and resolve conflict; develop relationships with key project stakeholders
Attention to detail and discipline to maintain project documentation and monitor project deliverables, risks and timelines
Demonstrated ability to manage projects across multiple industries/markets
Strong understanding of standard project management tools and techniques to schedule, plan, track and correct project performance.
Travel is required, must have a valid driver’s license and be able to operate motorized vehicles
Engineering management education
Previous experience in senior level management with markets, clients and projects of specific service offering(s)
Demonstrated success in leading, managing and developing technical resource
Hours and Travel
This position requires the individual work 40+ hours per week with 80% of the time spent in the office and 20% out of the office.
