SUMMARY OF DUTIES:
The Deputy Chief Engineer Production has the overall responsibility and oversight for directing and planning of major engineering infrastructure programs including, Track, Bridges, Buildings, Signals and Communications, Electric Traction and roadway equipment to provide best in class safe and reliable operation.
Responsibility to promote and execute on processes and systems that deliver continuous improvement for Safety, Productivity, Financials and Customer Service.

ESSENTIAL FUNCTIONS: • Responsible for all aspects of finance, budget, safety, and procurement/materials management relative to the production operation. • Responsible for all aspects of repair, procurement, specifications and day-to-day services for work equipment fleet including Amtrak’s system equipment repair and overhaul shop • Works directly with the Production Director to drive programs and processes to achieve the expected goals in the areas of safety, overtime, defect reduction, absenteeism, utilization of manpower, and equipment to realize marked safety improvement and production optimization by reducing FRA reportable injuries. • Leads the Engineering Production organization on researching, implementing and executing best practices to improve Safety, Productivity, Financials, and Customer Service. • Work in parallel with other line/field management to develop and promote field programs for optimum production in a safe work environment. • Co-ordinate all production construction activities and resources to determine performance levels, cost competitiveness in the market place, and efficiency in utilizing annual production, capital and reimbursable budgets. • Works closely with PMO and discipline DCE’s to ensure productive and flexible use of labor to ensure positive outcomes for capital and SOGR projects. • Oversee the planning, integration, scheduling and management of Amtrak resources required to accomplish short and long-range programs and projects from conceptual design to project implementation and closeout within scope, schedule and budget. Guide the development, implementation and evaluation of programs, systems, policies and procedures • Develop and foster interpersonal relationships and provide guidance, direction and support to subordinates and cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of projects and programs are properly managed and controlled. Build and maintain both internal and external partnerships to accomplish Engineering objectives and goals • Provide leadership that will result in sustained safety excellence, high levels of internal and external customer satisfaction and professional development of all Engineering department employees. Ensures sustainability by guiding succession planning for key positions in chain of command. Role models Amtrak values and promotes diversity in all aspects. Direct, develop and implement Business Operations strategies for the Engineering Department at the field level. Responsible for all facets of the operations including leadership, direction and coordination of the Engineering Departments major goals and objectives, including safety, security, financial controls and customer satisfaction. Part of a team that lead efforts in developing the strategic business plan for the Engineering Department • Directs, plans, maintains, schedules and implements the annual and long-term programs for capital and maintenance track construction projects.
WORK EXPERIENCE: • Extensive experience managing large, diverse and geographically dispersed groups of individuals. • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions. • Extensive understanding of business operations and the impact departmental actions have on the Corporation. • Extensive experience in senior management, project management and inventory management; technical supervision; planning, organizing and scheduling; budget and financial control; contracts management; field production methods; agency coordination and railroad maintenance, constructions methods, operations and procedures. • Extensive experience and working knowledge of the track system, structures, communications, signals, electric traction, and track usage procedures. • Familiarity with Microsoft Office (i.e. Excel, Power Point, and Word)
PREFERRED WORK EXPERIENCE: • Extensive years experience in railroad operations and procedures
PREFERRED EDUCATION: • Master’s Degree in engineering, business, or related field
OTHER REQUIREMENTS: • Thorough knowledge of the Northeast Corridor Infrastructure and Operations and Amtrak’s national network. • Advanced leadership and management with the ability to motivate others; effective writing/presentation and interpersonal communications skills; time management; conflict resolution and conducting formal investigations. • Extensive knowledge of Roadway Worker Protection; NORAC/General Code Operating Rules; MW 1000, AMT 2, AMT 23, AMT 27 Hazard Communication (Right to Know) and personal protective equipment. Ability to be on call 24/7. Prior satisfactory job performance is required. • Assists in organizing, developing and presenting programs to ensure Amtrak’s supervisory staff are familiar with, understand and implement measures and programs to increase productivity and/or comply with policy and standard during the course of their regular duties.
COMMUNICATION AND INTERPERSONAL SKILLS: Must have excellent written and oral communication skills.
