Bellevue Utilities is a financially self-supporting enterprise operating within the city structure and provides four essential services: drinking water, wastewater, storm and surface water, and solid waste. The Utilities Department is a dynamic, fast-paced organization consisting of the Director’s Office and three divisions (Engineering, Operations & Maintenance, and Resource Management & Customer Service). The Department has an annual operating budget of $138.7 million, a 7-year Capital Program of $220 million (excluding reserves), and 176 employees.
Working under the direction of the Utilities Deputy Director, the Assistant Director of Engineering is responsible for the program management and delivery of the Utilities Department's capital improvement program. The Assistant Director of Engineering performs highly responsible and complex technical and policy work, assisting the Deputy Director and Director of Utilities in the leadership and management of the department.
A bachelor’s degree in Public Administration, Civil Engineering, Environmental Studies, Water Resources Management, or a related field is required, with a MS in Engineering or MPA preferred. Candidates must have at least 8 years of progressively responsible managerial and administrative experience in public utilities systems. 10 years management of planning, design and construction programs for municipal utility facilities, with at least 5 years of experience in each utility (water, wastewater, stormwater) for a capital program of similar complexity is highly desired. Candidates must have a Washington State Professional Civil Engineering license, or the ability to obtain one within 6 months of hire. Project management professional (PMP) certification is highly desired.
