The Special Assistant for Operations is located in the District Department of Transportation (DDOT), Office of the Director.
This position provides the Executive Team with expert program advice and recommendations to achieve the mission and goals of the Department. Duties include a wide range of activities and the incumbent provides senior staff with options to improve the delivery of essential services to the District.
The Special Assistant for Operations serves as an advisor to the DDOT Director and the Executive Team and is responsible for providing recommendations to address challenges affecting DDOT operating divisions, internal policies and citywide programs while taking into account complex budgetary, legislative and professional considerations.
The incumbent will survey, review and evaluate DDOT activities to measure and improve Department operations, providing written reports of findings, and working with the DDOT Performance Management Division to utilize data and industry best practices for effective business process improvement. This position also drafts briefings and correspondence to document proposals and recommendations for the Director, and to communicate DDOT policies, practices and standards with key audiences.
The incumbent will develop strong rapport with internal and external stakeholders and will utilize excellent judgment and instincts to anticipate potential issues and challenges to appropriately advise the Executive Team. The position will serve as a representative and liaison with civic leaders, business leaders and community groups. Also, the incumbent will meet regularly with leadership in each DDOT division to ensure two-way communication between the divisions and the Office of the Director.
Knowledge of the mission, policies, programs, strategic plans and resources of the District Department of Transportation in order to develop plans and carry out management and program analyses, consistence with DDOT goals and activities and to ensure the coordination of agency plans and policies.
Knowledge of strategic planning and development concepts, methods, and theories, and program and policy analysis, in order to develop plans and policies, accomplish major projects and studies, and assess capital and operating project proposals.
Knowledge of administrative functions including human resources, budget, and purchasing, and their governing laws, policies, regulations, and precedents.
Knowledge of qualitative and quantitative program evaluation and assessment methods.
Strong verbal and written communication skills.
